Navy Review of Joint Expeditionary Base Little Creek Restoration Program The U.S. Navy, in partnership with United States Environmental Protection Agency (USEPA) and Virginia Department of Environmental Quality (VDEQ), are conducting a statutory 5-year review of the environmental restoration program conducted at the Joint Expeditionary Base (JEB) Little Creek in Virginia Beach, Virginia. The Navy inspects sites regularly to ensure that site restitution processes implemented remain protective of public health and the environment. The Navy's previous review of the program in 2014 determined that the remedies are protective, and that investigation continues to confirm protectiveness in the long-term. Findings from this review will be available March 2019. RODs and remedial actions to be reviewed: Site 7 - Amphibious Base Landfill: A soil cover was placed on the landfill to prevent risks from exposure to waste remaining in place at the site. A Record of Decision (ROD) was signed in September 2009 selecting maintenance of the existing soil cover, land use controls (LUCs), and groundwater monitoring as the site remedy. Sites 9 and 10 - Driving Range Landfill and Sewage Treatment Plant Landfill: A soil cover was placed on the landfills to prevent risks from exposure to waste remaining in place at the site. A ROD was signed in December 2003 selecting maintenance of the existing soil cover, LUCs and groundwater monitoring as the site remedy. Site 11 - Former School of Music Plating Shop: A ROD was signed in July 2007 selecting enhanced reductive dechlorination (ERD) of volatile organic compounds (VOCs) in groundwater, LUCs, and groundwater monitoring as the site remedy. Site 11a - Building 3033 Former Vehicle Repair Facility and Waste Oil Tank: A ROD was signed in September 2011 selecting ERD of VOCs in groundwater, LUCs, and groundwater monitoring as the site remedy. Site 12 - Former Exchange Laundry/Dry Cleaning Facility: A ROD was signed in September 2005 selecting ERD of VOCs in groundwater, LUCs, and groundwater monitoring as the site remedy. Site 13 - Former Public Works Center Dip Tank and Wash Rack: A ROD was signed in September 2007 selecting ERD of VOCs and pentachlorophenol in groundwater, LUCs, and groundwater monitoring as the site remedy. SWMU 3 - Former Pier 10 Sandblast Yard: A ROD was signed in December 2014 selecting groundwater treatment of VOCs through groundwater monitoring and LUCs as the site remedy.
